What is green steel?

Green steel is the only financial incentive in Ukraine for metallurgical enterprises to reduce CO2 emissions to European targets under the Green Deal and, thus, to carry out environmental modernization of production processes.

In Ukraine, the norms of green steel are regulated by the following documents:

Law of Ukraine “On Amendments to Certain Laws of Ukraine on Improving Conditions for Supporting Electricity Production from Alternative Energy Sources”

Draft Resolution of the Cabinet of Ministers of Ukraine “On approval of the procedure for providing a certificate confirming the “green steel” status of the enterprise”

Steelmaking plants in Ukraine that have reduced CO2 emissions to the European target level – no more than 250 kg of CO2 per ton of steel – are exempt from paying part of NPC Ukrenergo’s tariff for electricity transmission, which is used to compensate producers from renewable energy sources.

Theoretically, five steel mills in Ukraine are able to receive the status of “green steel enterprise”: “Interpipe Steel” (Dnipro), “Electrostal” (Kurakhove), “Azovelectrostal” (Mariupol), “Energomashspetsstal” (Kramatorsk), “Dniprospetszhlya” ). These companies already have CO2 emissions below 250 kg / t of steel, within the norms that the EU intends to achieve under the Green Deal by 2050.

According to the results of 2020, these 5 steel mills account for 5.5% of steel smelted in Ukraine and less than 1% of the total electricity consumption in Ukraine.

Since July 2020, no steel plant has received the status of “green steel enterprise”, as the Cabinet of Ministers is still developing a procedure for its obtaining.
